I've found a very reliable fix when you click play on WoW classic and the game doesn't launch but is visible in the task manager. First close the game in the task manager. Run dxdiag, when it is completed, choose the Scan and Repair WoW classic in the Battlenet launcher. Let the Scan and Repair reach 10% or more.

All the notes on WoWhead say 2 or 4 hours before you can get another buff from him, but I've waited +6 hours now and cannot get another fortune from him. Any idea what the 'cooldown' is?
