Hi Carol, Roses are starting to bloom April and run into October in the test garden (Park). Portland is known as the Rose City and celebrates Rose Festival in early June, this is a very special time to visit the gardens. But really anytime in the spring / summer. At this time of year (this year in particular) we are still experiencing winter (snowed just last night) nothing but bare plants and trees and exceptionally soggy grass fields.
