Germany, France, the U.K. and Poland outmaneuvered the Kremlin by persuading Ukraine’s Zelensky to accept Trump’s cease-fire demand. Russia’s leader balked.

Ukrainian President Volodymyr Zelenskyy called on Saturday for stronger sanctions on Moscow after a Russian drone killed nine bus passengers in northeastern Ukraine just hours after the two countries held their first peace talks in three years of war.

But the two sides failed to broker a temporary cease-fire or a meeting between their two leaders, a sign of how far apart they remain on ending the conflict.
