It's the third time in 20 years that lawmakers will try to repeal the rule that requires they resign from their seats before running for higher office.

The Philadelphia City Council held their second day of hearings for the proposed 76ers arena in center city. The Inquirer reports that Sixers executives faced tough questions about the $1.3 billion project.

Lawmakers will hear testimony from the mayor’s administration, the Sixers, community stakeholders and the general public.
