Though the Witch-king of Angmar destroyed Arnor before the events of the story, Men still lived in the area, and Aragorn restored the kingdom at the end of The Lord of the Rings.

The kings of Arnor are the ancestors of Aragorn. When Arnor is destroyed by the Witch-King, its royal bloodline is broken, and the survivors are driven into a nomadic existence as rangers.
