A large number were staying at a well-known Christian camp, Mystic Camp, where up to 750 girls are accommodated. Two days before deadly Central Texas floods killed at least 27 people at Camp Mystic, a state inspector certified that it had an emergency plan in place and that its cabins and other buildings were safe.

The first weather emergency alert sent by the National Weather Service with urgent language instructing people to "seek higher ground now" was sent at 4:03 a.m. local time.
