Google appears to be testing a feature that lets you react to messages with any emoji, instead of limiting you to a standard set of them. Like anything text-message related, it can get messy.
This brings up the emoji picker built-in to Messages. There’s a search field at the top and 10 categories below. As you scroll, the sheet expands, with recents at the top.
If you need to resize or move the emoji, long press on it until it ripples. Then, adjust the size and placement accordingly. You can also react with any stickers you have created.
